EPP's 2002 report on school facilities, Castles in the Sand is now available for downloading in ADOBE ACROBAT. EPP's report is a thoughful and provocative look at some of the reasons why overcrowding has persisted in the NYC DOE for over a decade, complete with an exhaustive appendix containing over 90 pages of data on overcrowding, excess capacity by district, and construction costs.
