STATE FUNDING EQUITY
Operating Aid

Operating Aid is the primary form of state aid to school districts. It is designed to give a minimum amount of aid to all districts and more aid to the neediest districts. The following chart, “Per Pupil Operating Aid,” shows that the less wealthy districts (those in the higher quintiles) receive more aid than wealthier districts. Operating Aid is more progressive than most forms of state aid to school districts.
