Extraordinary Needs Aid

Extraordinary Needs Aid is a good example of a progressive aid program, although it could have a larger funding stream. It stands in sharp contrast to disequalizing programs such as Tax Effort and Equalization Aid. For more information see the full text of the EPP report, Checkerboard II (pdf).
