Subj: Executive City Budget

Yesterday, the Mayor unveiled his budget recommendations, including proposed city funding increases for the Department of Education. Most of the proposed increases to improve instruction are those directed at the third-grade Gates program, which total $116 million:

  • $59 million to provide retained and low-performing third-grade students with small group literacy and math instruction during the school day and outside of the school day.
  • $32 million for summer school for struggling second and third grade students.
  • $25 million to maintain average class sizes in the third grade to cope with
    the larger cohort of students.

Other increases include:

  • $12.1 million for charter schools,
  • $6.2 million to maintain staffing levels for school safety,
  • $30 million for transportation for general education, special education, and private school students.

The bigger increases are reserved for leases and energy ($16.5 million), fringe benefits ($63.3), and the 2002 collective bargaining agreements ($72.5 million). The pension and debt service costs, which are reflected in another part of the city budget, have gone up by $277.2 million and $145.8 million. All these details
