How Does State Aid to NYC Compare to Aid Allocated to Non-City School Districts?

Total State Aid to School Districts

Total state aid to school districts tends to be distributed fairly progressively to the independent school districts, but the cities often receive less than districts with similar wealth. For example, New York City’s wealth would put it into the third quintile (below) but it receives below average aid for that quintile. New York City has a very high concentration of special needs students and is in the highest costs region in the state, and therefore would be need to receive significantly about average aid to provide the same level of service to its students.
