Maintenance of Effort/ Governance legislation:

An Agreement has been Announced

The state legislative leaders and the Mayor have announced an agreement. Mayoral control has been traded for a Maintenance of (Fiscal) Effort requirement. We do not have all the details yet on Mayoral control, however, we do know that effective immediately, the Chancellor will be allowed to appoint his own Superintendents. They are proposing to abolish the Community School District Boards (CSBs) in a year's time, and to have hearings in the meantime as to what vehicle for community input should repace the CSBs. This will all be subject to Federal Department of Justice approval (there is some question as to whether this would be in violation of the Voting Rights Act).
