CRITERIA FOR EPP MEMBERSHIP

Organizational members of the Educational Priorities Panel must fulfill the following conditions and agree to the following responsibilities:

  1. Coalitions cannot be members. An exception to this rule is associations of parents representing parents at different schools.
  2. The agency must be city wide or borough wide in scope.
  3. The primary focus of the member agency's education agenda must be public education.
  4. Each member agency must be committed to the Panel's fundamental principle that of the dollars available for education, the greatest amount possible should go to the classroom and direct services to pupils.
  5. The member agency must review and be committed to existing policies agreed to by Panel members and set forth in the memo on policies.
  6. The member must be committed to the consensus process and agree to follow the procedures laid out in the memo on consensus.
  7. Member agencies must identify a representative who must make a concerted effort to attend biweekly meetings and participate in committee work. The agency representative should not be a current employee of the Board of Education.
  8. The Executive Committee will have responsibility for reviewing applications for membership, making recommendations to the full Panel, and reviewing the status of current members if circumstances change.
  9. The member agency must be a not-for-profit organization.

In addition the Panel prefers:

  1. Agencies that have had a public education agenda for at least two years.
  2. Agencies that represent diverse educational constituencies and/or broaden the constituencies already represented on the Panel.
  3. Agencies that do not have contracts with the Board of Education. If an agency does have a contract with the Board, the representative cannot vote or block consensus on an issue that affects the contract.
  4. Agencies whose principals are not current employees of the Board of Education
