Key EPP Staff
Noreen Connell, Executive Director
Since 1989, Noreen Connell has been the executive director
of the Educational Priorities Panel. From 1984 to 1988, Ms. Connell was
the state president of the National Organization for Women. From 1983
to 1984, she was an assistant commissioner of the New York State Department
of Labor. Her publications include articles on education and work/family
issues that have appeared in: City Limits News Magazine, Dollars and Sense,
The Nation, New Labor Forum, New York Newsday, Social Policy, The Utne
Reader Setting the NYS Policy Agenda. Ms. Connell received an M.A.
in Sociology from the New School for Social Research and a B.A. in Sociology
from Beloit College, Wisconsin.
Dr. Joan Scheuer, Education Finance Consultant
Dr. Joan Scheuer is currently the education finance consultant for the Educational
Priorities Panel. She was also the executive producer and principal writer
for EPP's Listen to the Children video, which dramatized funding
issues in a variety of school districts throughout New York State. Before
her work at EPP, she served on the staff of the New York City Board of Education
in the Chancellor's Office and the Budget Office where she was director
of the Revenue Monitoring Unit.
Dr. Scheuer lives in Larchmont, N.Y., where she was a founder
of the local Head Start program in Mamaroneck known as The Village Fours
and served on the Mamaroneck Board of Education. She is currently on the
boards of the State Communities Aid Association, the Stanton-Heiskell
Center for Public Policy in Telecommunication and Information Systems,
and the New York Hall of Science.
Dr. Scheuer has published articles in the Journal of Educational
Finance and in Phi Beta Kappan and is the author of many reports on school
budgeting and state aid, most recently, Options in School Finance Reform
in New York State (1995) and Checkerboard Schooling; How State Aid Affects
High Minority School Districts in New York State (1999).
Martine G. Guerrier, Communications Director
Martine Guerrier joins the staff of EPP as Communications Director. She
has most recently served as the EPP Albany Legislative Representative
as its champion for public education. She is a former President of Community
School Board 13 in Brooklyn. Ms. Guerrier is the Brooklyn Representative
to the Panel for Educational Policy; member of the Coro LNY XIII; and
on the Board of Directors of the Brooklyn Bridge Park Conservancy (BBPC).
She holds a degree in Social Economic Policy from Wells College in Aurora,
