EPP Task Forces
City, State, and Federal Budget Policies Monitoring Task Force
Dr. Joan Scheuer, Chair
This committee will interview budget staff and decision
makers in order to develop an overall understanding of how mayoral control,
state legislative decisions (or lack of decisions) on the CFE court ruling,
and the federal No Child Left Behind and Medicaid enforcement have changed
the dynamics of city, state, and federal funding practices.
Special Education Funding Monitoring Task Force
Miguel Salazar, Chair
This committee will learn how to track special education funding, will
interview budget staff, and will work on developing a policy on how special
education should be funded at the state level, when and if a new education
funding structure is adopted.
Testing Policies Monitoring Task Force
Dr. Roscoe Brown, Chair
This committee will not formulate recommendations for
a new testing policy, unless there is closure on the CFE remedy (prior
EPP consensus), because all the CFE remedy plans (Regents, CFE/NYSSBA,
and Zarb) are based on Regents performance targets. This committee will
interview academics and state and city officials to gather opinions on
the value of different tests, establish cost comparisons of administering
testing programs and alternative assessments, and identify existing testing
requirements in state and federal law and their consequences.
Overcrowding and Class Size Reduction Task Force
Betty Machol, Chair
This committee will monitor changes in the adopted capital plan and SCA
construction projects and will pursue two advocacy objectives: 1) to have
the Department of Education do a survey of where schools have sufficient
space for an additional building (in overcrowded districts only) and 2)
the enforcement of class size reduction budget requirements, if this funding
remains in the state budget.Committees will have their first meeting in
September. Meeting locations will vary, since some meetings will consist
of an interview.
